Working Group on Development of Social Model of Care for Disabled

In December, 2013 the Government of Georgia ratified the Convention on the Rights of Persons with Disabilities. Consequently, the state has assumed the responsibility to eradicate the negative social conditions of persons with disabilities and to ensure their equal inclusion in civil, political, economic, social and cultural spheres. The State Action Plan for Ensuring Equal Opportunities for Persons with Disabilities for 2014-2016 has been developed one of the most important objectives of which is to implement the social model.
 
Goal of the working group: Developing the system of assessing and granting of the status of disability based on the social model.
 
Composition of the group:
 
The working group is established by the Ministry of Labor, Health and Social Affairs. The members of the working group are representatives of state bodies and non-governmental organizations, as well as individual persons based on their competencies and experience; namely:
 
  • Ministry of Labor, Health and Social Affairs: Nutsi Odisharia, Nino Jinjolava, Nana Kalmakhelidze
  • Social Services Agency: Maia Buchukuri
  • Agency for State Regulation of Medical Activity: Roland Meburishvili
  • UNICEF: Maguli Shaghashvili

  • Coalition for Independent Living: Gia Dzneladze
  • Non-governmental organization – Save the Children: Tamta Golubiani, Ana Laghidze
  • Association of Mental Health: Manana Sharashidze
  • Global Initiative in Psychiatry: Keti Pilauri
  • Neurodevelopment Center: Zaza Kakushadze
  • Georgian Association of Occupational Therapists: Nino Rukhadze
  • Georgian Association of Social Workers: Nino Shatberashvili.

  4. Referral system guidelines
  5. Curriculum and materials for the training of specialists
  6. Module and materials to train trainers
  7. Package of legislative amendments

  9. Trained multidisciplinary teams and medical personnel
  10. Electronic database
  11. Action plan to implement the model
